<p> Opponents of same-sex marriage worry that extending the institutions rights to gay people will harm heterosexual marriages. But a new study suggests that no one really believes their own relationships are at risk &#8212; only other peoples.</p>
<p> The study is a demonstration of the third-person perception, a common psychological bias in which people are convinced that others are much more influenced by outside sources such as media and advertising than they themselves are. In the realm of same-sex marriage, people who strongly value authority and tradition were the most likely to demonstrate this third-person effect.</p>
<p> The study idea came about during the height of the public gay marriage debate several years ago, said study researcher Matthew Winslow, a psychologist at Eastern Kentucky University. Opponents of same-sex marriage kept citing the dangers of such unions, Winslow said. Focus on the Family founder James Dobson, for example, said in 2005 that same-sex marriage would undermine the traditional relationship between men and women. <p> To Winslow, it seemed unlikely that Dobson was including his own marriage in statements like this.</p>
<p> It just dawned on me, most of the people who were really vehemently against gay marriage were not likely to say they were worried about their own marriages, but they talked about how if we allowed gay marriage it was going to be bad for society in general, Winslow told LiveScience.</p>

	The Orleans Board of Health is sponsoring its annual rabies clinic for cats, dogs and ferrets on Saturday, March 24, from 9 am to noon at the Animal Hospital of Orleans at 65 Finlay Road, Orleans.<br />
	The vaccination fee is $10 per animal. Microchipping will also be available for $20. Cats and ferrets must be in a carrying case and dogs must be on a leash. Domestic pets have been identified as a link between rabies and humans and state law requires that all dogs, cats and ferrets, six months or older, must be vaccinated against rabies. Based on previous vaccination status, immunizations are valid for one or three year periods. Paperwork demonstrating proof of qualifying, previous vaccination must be provided to receive a three-year certificate.<br />

<p>This year, besides boater safety, the Adventure Day will include instruction on how to shoot a shotgun, archery, rifle and muzzleloader. There will also be a session on water purification.

<p>?You tell that to kids and they seldom get it when you first explain it,? he noted. ?But when you tell them to just focus on it and they hit the target, they smile from ear-to-ear.?

<p>Although the event is sold out, Elam and Worden encouraged youngsters to take advantage of all there is to do at Oakland County Sportsmen?s Club year round, including the Junior Olympic Archery program as well as junior rifle during winter time and spring time, and junior shotgun.

<p>?We also have instructional archery program in the fall to winter,? Elam said. ?We want to teach safety first. It also teaches the fun of shooting sports, and the respect for the equipment and other people. It?s a good thing for kids to learn.?

<p>Of course, the club is full of the best sportsmen and women in Oakland County and surrounding counties. In August, the club holds a Jamboree 3-D shoot, although it is known for shooting sports, indoor range for pistols, outdoors rifle ranges, muzzleloader, trap, skeet, sporting clays, and archery. And many folks know the club as the site of a midget car racing track.

			<content:encoded><![CDATA[<p>The number of new divorce cases being filed in Canadian civil courts has been declining in six provinces and territories for the past five years, according to a study released Wednesday.</p>
<p>The Statistics Canada study suggests the number of new divorce cases in British Columbia, Nova Scotia, Ontario, Yukon, Nunavut and the Northwest Territories steadily decreased by about two per cent each year between 2006-2007 and 2010-2011.</p>
<p>During this five-year period, the decline for these provinces and territories has ranged from a four-percent drop in B.C. to a 22-per-cent drop in Nova Scotia.</p>
<p>According to the study, there were 54,000 new divorce cases in 2010-2011 for the areas considered &#8211; which represent 66 per cent of Canada&#8217;s population &#8211; a decrease of two per cent from the previous year.</p>
<p>The total number of divorce cases &#8211; new and continuing &#8211; was more than 113,000 in 2010-2011.</p>
<p>Newfoundland and Labrador, Prince Edward Island, New Brunswick, Quebec, Manitoba and Saskatchewan were not included in the study due to the unavailability of data, the agency said.</p>
<p>Lisa Strohschein, associate professor of sociology at the University of Alberta, said the drop could be attributed to fewer marriages and more couples choosing to live together.</p>
<p>The study, she cautioned, doesn&#8217;t take into account all relationships that come to an end, including cohabiting relationships which, she said, are more &#8220;much more likely to end&#8221; compared to marriages.</p>
<p>According to Strohschein&#8217;s latest research, which will be presented at a population conference in May, there was a higher likelihood of breakup in cohabiting relationships (10.2 per cent) than married couples (1.7 per cent) for couples surveyed with children between 2000 and 2008.</p>
<p>Debra Macleod, a marriage and divorce mediator based in Red Deer, Alta., said the declining divorce rates could also be attributed to more people getting married later (around their late 20s).</p>
<p>&#8220;More educated people are getting married,&#8221; she said, and they have more life experience, stronger communication skills and greater maturity.</p>
<p>According to the report, 80 per cent of active divorce cases in the reporting provinces and territories in 2010-2011 were uncontested. Divorce cases were contested most often in B.C. (23 per cent).</p>
<p>Nova Scotia, Ontario and Alberta reported a 19 per cent rate of contested divorce cases, while Nunavut had the lowest proportion at 10 per cent, the study suggested.</p>
<p>Divorce cases in several parts of Canada rarely reached trial stage. Only one per cent of cases in the six provinces and territories went to trial during the year, except Ontario, where figures were not comparable.</p>

<p>Its a tough time to be an investor &#8212; the stock market is moving in fits and starts, gold is sliding back down from its once-dizzying heights, and ridiculously low federal lending rates mean that banks arent really all that interested in borrowing your money. But if youre looking for a promising gamble that could pay off big, theres a new investment opportunity on the horizon: hedging marriages.</p>
<p>Betting on marriages may now be possible, thanks to Wedding Gift Refund, a new service for wedding guests. Recognizing that many couples move quickly from the the altar to the divorce court, the company gives guests a chance to ensure that the money spent on todays gift wont transfer into disappointment after tomorrows divorce. After buying a gift, guests simply register on the companys website, pay 8% of the gifts purchase price, and upload a copy of the receipt. If the marriage dissolves within three years, Wedding Gift Refund will reimburse the full price of the present.</p>
<p>On the surface, this doesnt seem like a great investment opportunity: After all, even if a couple gets divorced, the 8% cost of a gift insurance policy means that &#8212; at best &#8212; you would only receive 92% of your initial investment. But what if you could insure presents that you didnt buy?</p>
<p>This idea isnt as farfetched as it sounds &#8212; in fact, it has a firm backing in recent history. Credit default swaps, the financial instruments that threatened to destroy the global economy a few years ago, were little more than insurance policies taken out on risky loans. Originally, these were designed to ensure that lenders would not lose their money when loans failed, but several investors, including Jeff Greene and Michael Burry, discovered that it was possible to take out insurance policies on loans that they didnt actually hold. Thus, when the loans failed, they didnt lose any money on the actual loan, but profited mightily from the insurance policies.</p>
<p>The trick, then, lies in taking out insurance policies on gifts that one doesnt actually buy. On the Wedding Gift Refund site, this wouldnt be too hard: The website allows customers to insure multiple gifts, as long as they can produce receipts. In fact, their only restriction seems to be that presents have to cost between $50 and $500. </p>
<p>Getting other wedding guests to surrender their receipts could be a bit more difficult, but it seems likely that many would be willing to sell their receipts for a small sum &#8212; say $10. In other words, for an insurance policy on a $100 gift, one would have to invest about $18. Alternately, if youre a member of the wedding party, you could collect receipts under the pretense that youre gathering them for the bride and groom (although, admittedly, this might count as insider trading).</p>

			<content:encoded><![CDATA[<p>FREMONT &#8212; Sandusky County commissioners are considering a proposal to create a Transportation Improvement District, a quasi-governmental entity that would seek funding for local transportation infrastructure improvements.</p>
<p>The idea was proposed to the three-member board this week by Terra State Community College administrators, who hope a Transportation Improvement District could fund a project aimed at making access to the schools Napoleon Road campus safer.</p>
<p>Terra President Marsha Bordner told commissioners the idea was proposed at a February meeting with Ohio Department of Transportation officials and other stakeholders on the safety of intersections near the school campus.</p>
<p>It was very clear that they were telling us this was what we needed to do, Bordner said of creating a Transportation Improvement District.</p>
<p>The colleges administrators, concerned about dangers at the Ohio 53/Napoleon Road intersection, have been asking the state to install a traffic light there since 1991.</p>
<p>Bordner said many students, faculty and others have expressed concern on how difficult it is to negotiate the intersection as traffic whizzes past on the state route, where the speed limit is 55 mph.</p>
<p>Somebody will die there someday, she said.</p>
<p>Each request, the most recent of which was made late last year, has been denied.</p>
<p>ODOT spokesperson Theresa Pollick said the department offered, as a possible alternative, Terra consider a roundabout along Ohio 53 to address the issue.</p>
<p>It would definitely assist in getting the flow of traffic improved out there, Pollick said.</p>
<p>The school has drawn the roundabout into a preliminary sketch of its master plan. In the plan, the roundabout would provide a western entrance to the campus and eliminate the need for students to negotiate the intersection at Napoleon Road.</p>
<p>A Transportation Improvement District can apply for a maximum of $250,000 in project funding from ODOT each year, explained Terra Treasurer Randall McCullough. Since a roundabout is estimated to cost about $1 million, McCullough said, the project would need to be split into multiple phases.</p>
<p>Additional funding for the project may be available through other channels, offered Sandusky County Economic Development Executive Director Kay Reiter. Reiter suggested funds be pursued through JobsOhio or the Toledo Port Authority. Bordner said the college also would consider partnering on the project, if it goes forward.</p>
<p>County Commissioner Matt Damschroder said he and other commissioners would need more information before committing any county funds to such a project. The creation of a Transportation Improvement District, Damschroder said, would be for a larger purpose.</p>
<p>You wouldnt set it up just to handle this issue at Terra, he said. Its just something we need to look into.</p>
<p>Damschroder said the county engineers budget already has been reduced by dwindling gas tax revenue and he would be reluctant to spend county money on a state road.</p>
<p>Its not like we, as the county, are going to throw any money into it to set it up or make it functional, at this point, he said.</p>
<p>Commissioners plan to meet Tuesday to discuss the idea further with County Engineer Jim Moyer.</p>
<p>Moyer said creating the district itself would likely not do any harm and could be a source of funding for infrastructure projects in the county.</p>
<p>What could it hurt, he said. I think its worth exploring.</p>
<p>McCullough said, to be included in this years round of funding, the Transportation Improvement District would need to be set up by May and a grant application would need to be filed by June.</p>
<p>Commissioner Dan Polter said he would rather not be so rushed before making a decision. Polter said he hopes Tuesdays meeting with Moyer will provide more information about how a Transportation Improvement District would operate.</p>
<p>Im just uncertain on, if we create a TID, are we going to be married to finishing the project, he said. Weve heard all the good things about the TIDs. Id like to hear the downside before we make a decision.</p>

			<content:encoded><![CDATA[<p>Who knows long it will be before Virginia legislators get real about adequately funding transportation improvements? By now its a multibillion-dollar question, but at least the state has a budget that will pay the bills on the table and help school boards keep the doors open for quality education.</p>
<p>It took until Wednesday and a lot of soul-searching and politicking to get it done. After spending way too much of its time ? as usual for the Commonwealth ? on emotionally charged and ultraconservative issues, it took a special session and a turnover from a long-standing Democrat to break the impasse in the Senate. But now its time to move on.</p>
<p>As Sen. Creigh Deeds said, the legislators managed to the kick the ailing transportation issue can down the road one more year.</p>
<p>On the very good news side of things, Staunton officials managed to work with the General Assembly to give the city a pass on immediately paying the $15 million bill owed after the citys land swap with the state over the Western State Hospital property. When the deal was made in 2009, it seemed likely that a developer would purchase the land with enough money to make the payment and bring strong economic development, too. It was a risk, no doubt, and the recession got in the way of it. The timing of this years state budget, including the payment delay, couldnt be better for Stauntons city budget.</p>
<p>Maybe, by the time the right developer comes along to purchase the land, the legislators will be ready to make transportation funding work for the entire state, not just the heavily traveled urban parts of it. Maybe.</p>
